Summary.

On May 31, 2003, a group of a thousand plus of Houston’s citizens met in congress to determine a Citizens’ Agenda for Houston’s Future. Using electronic keypads, the delegates reviewed and approved twenty nine goals for the city and prioritized the top ten in order of urgency.
