Editor’s Note: Two items of particular interest
this month. (1) The Mayor’s new operating plan for air quality control,
the 2nd goal of the Citizens’ Congress. (2) The Planning Commission
is expecting reports form its committees on December 15th. The committees
have provided a valuable forum for developers, public officials and community
representatives to discuss together challenging planning issues. Blueprint
Houston wishes to thank its representatives on the committees: Stella Gustavson,
