Houston develops and adopts a flood management plan that encourages cooperation among City, County and developers in all aspects of flood management. (4.3)

Actions Proposed by Participants

• Establish a plan to better manage flooding.
• Clean ditches and bayous.
• Limit development in floodplains.
• Develop parks along bayous for flood control and recreation.
• Mitigate detention and runoff in private sector projects.
• Build ponds for flood and drainage.
