The purpose of the random telephone survey was to test the degree to which core values, goals and actions included in the Citizens' Agenda for Houston's Future resonated with the public.
The sample of the population interviewed for the survey was of likely voters and therefore differs significantly from the general adult population of the city: The sample is older - the average age is 55, or about 10 years older than the mean for the general adult population.

The findings are also compared with the goals of the Citizens' Agenda as prioritized at the Citizens' Congress.
Mobility (traffic, transportation, and streets) is the number one issue among local voters today according to an open-ended question asking for the biggest problem facing people in the City. Voters are divided on how to address the mobility issue - 45 percent would spend more money on improving public transportation as opposed to roads, but 38 percent would opt for more money going to building new roads and highways rather than public transit.

Interest is also very high on environmental issues. When asked to rate a dozen aspects of living in Houston, the lowest marks went to air quality (54% poor) and drainage and flood control (48% poor).
In sum, the random telephone survey, the public meetings and the Citizens' Congress point to a strong consensus on what needs to be done to make Houston a clean, equitable, prosperous and well-planned City.
